Jakarta, 30 June 2020. Indonesia’s Corruption Eradication Commission detains DSG (an entrepreneur), the suspect in a case involving land procurement for green open spaces in Bandung city in 2012–2013. DSG was identified as a suspect on 16 October 2019.
For investigation purpose, DSG will be detained for 20 days at KPK’s First Class Detention Center in the Red and White Building (KPK Headquarters) from 26 June 2020 to 15 July 2020. Before being admitted to the detention center, they must first perform self-isolation for 14 days at KPK’s C1 Detention Center as part of the health protocol during the Covid-19 pandemic.
DSG allegedly received Rp30 billion during the land procurement process for green open spaces in Bandung city in 2012. DSG is suspected to purchase lands from a number of landowners or their heirs in Bandung city below the local taxable value (NJOP). DSG then sold the said lands to the Municipal Government of Bandung.
The purchased lands are allegedly located on areas that had been prepared and approved to be purchased for green open space land procurement in 2012. Those acts were allegedly carried out for the benefits of certain parties.
In this allegation, DSG is suspected to have violated Article 2 paragraph (1) or Article 3 of Law Number 31 of 1999 as amended by Law Number 20 of 2001 on the Eradication of Criminal Acts of Corruption in conjunction with Article 55 paragraph (1) of the Indonesian Criminal Code.
KPK found this corruption case a great disappointment since the initial objective of the land acquisition in Bandung City was to increase the number of green open spaces, which were expected to provide healthy environment and to improve air quality in Bandung. However, it turns out that this green open space procurement have been made personal projects to benefit certain parties, while the state has lost more than 60% of the realized project value.
