Responding to the KPK letter dated 30 March 2020 regarding recommendations to address the deficit of BPJS Kesehatan, the State Secretariat has asked 3 Ministries to follow up on KPK’s recommendations.

The KPK has received a copy of the letter from the President through the State Secretariat which is addressed to the Coordinating Minister for Human Development and Cultural Affairs (Menko PMK), the Minister of Health, and the Minister of Home Affairs.

"In the letter, the State Secretariat has asked the three ministries to follow up on KPK's recommendations regarding the deficit of BPJS Kesehatan according to their respective authorities," said the Acting KPK spokesperson Ipi Maryati.

She stated that the KPK appreciated this and would immediately schedule a meeting with all related parties so that they could discuss the subsequent steps.

Previously, in a KPK letter to the President, the KPK recommended several alternative solutions believed, if carried out, to be able to reduce the cost burden that must be borne by BPJS Kesehatan without having to increase fees.

Some of the recommendations are namely, first, the Ministry of Health should complete the National Guidelines for Medical Practice (PNPK). Second, control and manage hospital classes. Third, implement a co-payment policy for independent participants as regulated in the Minister of Health Regulation 51/2018 on the Cost Sharing and Cost Difference in the Health Insurance Program. Fourth, implement a benefit limitation policy for claims for catastrophic diseases as part of prevention efforts. Fifth, accelerate the implementation of the coordination of benefit (COB) policy with private health insurance. Finally regarding the arrears of dues from independent participants, the KPK recommends that the government link the obligation to pay BPJS Kesehatan fees with public services.
