Indonesia’s Corruption Eradication Commission (KPK) welcomed the delegation of Asset Registration and Verification Authority (ARVA) Afghanistan in Anticorruption Learning Center, Jakarta (17/2). The purpose of ARVA’s visit was to obtain knowledge about the management of State Organizer Assets Report (LHKPN) in Indonesia as efforts to tackle corruption.

Established in 2010, ARVA is an agency which manages the asset reports of 22,000 state institutions throughout Afghanistan. Its main duty is to manage the registration of asset, verification and validation; to announce the assets; and to issue penalties.

Azizullah Rahimi, ARVA Afghanistan Deputy, and his entourage would learn about LHKPN for four days. Pahala Nainggolan, KPK’s Deputy of Prevention, said that efforts to improve people’s compliance with Assets Report regulations can be initiated by establishing cooperation with relevant stakeholders.

“An example of this is the obligation of each parliamentary candidate to submit an LHKPN. We have cooperated with Indonesia’s General Elections Commission during general elections by including LHKPN as one of the requirements for candidacy,” said Pahala.

On the same occasion, H. E. Faizullah Zaki Ibrahim, Afghanistan’s Ambassador to Indonesia, told about challenges to corruption eradication in Afghanistan, such as wars and the nation’s relatively young age after gaining independence. “It’s twice harder to eradicate corruption in Afghanistan because our country is still plagued by wars,” said Faizullah.

This visit was a follow-up to a previous meeting which had been held by KPK and Independent Joint Anti-Corruption Monitoring and Evaluation Committee (MEC), Afghanistan’s anticorruption agency, in March 2019. Among the agendas of the meeting was LHKPN management.

On this occasion, Afghanistan sent ARVA as the country’s special agency for managing assets and assets reporting on a mission to learn about LHKPN management as carried out at KPK.

This event was also part of the implementation of Indonesia-Afghanistan bilateral cooperation at international level. KPK is considered as one of anticorruption agencies with best practices in terms of LHKPN registration and management.
