Jakarta, 28 July 2020. Indonesia’s Corruption Eradication Commission (KPK) detained two former members of North Sumatra Regional People’s Representative Council (DPRD) of term 2009–2014 and/or 2014–2019. KPK had previously arrested eleven DPRD members on 22 July as suspects.

Those two suspects were AHH and M. These two former DPRD members were declared suspects in a corruption criminal case involving giving or receiving gratuity in relation to their position and authority as members of North Sumatera Province DPRD of term 2009–2014 and/or 2014–2019.

The detainment took place for 20 days, from 28 July 2020 to 16 August 2020. The suspect AHH is detained in the Detention Centre of KPK’s Branch at Pomdam Jaya Guntur (Military Police Headquarters), while M is detained in the Detention Centre of KPK’s Branch in the Red and White Building (KPK Headquarters).

KPK gave the status of suspects to 14 members of North Sumatera Province DPRD of term 2009–2014 and/or 2014–2019 on 30 January 2020.

Those suspects were alleged to have received gifts or promises from Gatot Pujo Nugroho, North Sumatra Governor, in return for some favours.

These favours include (1) the approval for the accountability report of the North Sumatera Provincial Government for fiscal year 2012 to 2014 by North Sumatera Province DPRD; (2) the approval for amendments to North Sumatera Province’s revenue and expenditure budget for fiscal year 2013 and 2014 by North Sumatera Province DPRD; (3) the ratification of North Sumatera Province’s revenue and expenditure budget for fiscal year 2014 and 2015 by North Sumatera Province DPRD; and (4) the rejection of the use of interpellation right by North Sumatera Province DPRD in 2015.

Because of these allegations, 14 former North Sumatra DPRD members of term 2009–2014 and/or 2014–2019 were suspected to have violated Article 12 point a or point b or Article 11 of Law Number 31 on 1999 on Eradication of Criminal Acts of Corruption as amended by Law Number 20 of 2001 in conjunction with Article 64 paragraph (1) and Article 55 paragraph (1)-1 of the Indonesian Criminal Code.
