The Corruption Eradication Commission warns the public to be alert of parties claiming to be KPK officers or someone cooperating with offering assistance in filling the Report of State Officials Assets (LHKPN) for regional head candidates.

KPK Acting spokesperson Ipi Maryati stated that KPK is currently opening the LHKPN registration which is a legal requirement for candidates who will run for regional heads in the 2020 regional elections.

In accordance with the Circular Letter of KPK Commissioner No. 07.1 of 2020 dated 31 March 2020, all candidates must fill in their LHKPN online on the website elhkpn.kpk.go.id. Regarding this matter, Maryati explained, “KPK never charges any administration fee for services provided to the public, including the filling of LHKPN.”

She also reminded that currently there are several parties claiming to be employees or partners of KPK who can assist the regional head candidates to fill their LHKPN form in return of some money.

“This instruction was issued regarding the information of such aforementioned parties in Banten and West Java, who claimed to be able to help the filling of LHKPN, to get the LHKPN receipt as the requirement for candidacy, or to be able to help avoiding the LHKPN verification process”, said Maryati.

According to Maryati, after the report of such incidence, KPK reminds the public to be more careful. “If anyone notices any suspicious parties or any indications of fraud to gain personal benefit or the benefit of certain groups in KPK’s name, please report to the police or contact KPK’s Call Center 198”, she stated.

KPK is currently still waiting for the regional head candidates who have not reported their assets to do it as soon as possible by following these simple steps:

e-LHKPN Filling procedure

The candidates who do not have any e-Filing LHKPN account must first register by filling and signing the e-Filing activation form that can be downloaded from elhkpn.kpk.go.id. After that, the signed form along with a copy of the National ID Card (KTP) must be sent to KPK PP LHKPN Directorate at the KPK Red and White Building, Jl. Kuningan Persada Kav.4, Setiabudi, Kuningan, Jakarta Selatan 12950.

After obtaining the e-Filing account, the candidates can start filling their LHKPN form online. After completing the online form, they must also send letters of attorney for their spouse and dependent children over 17 years old to KPK by post.

The candidates can download and print the letter of attorney to be signed on a Rp6,000 duty stamp by each person whose names are written in each letter.

KPK will then administratively verify the received LHKPN form to make sure that it is filled in accordance with the procedure, and to verify the completeness of the activation form and letters of attorney. After the LHKPN is verified and regarded as complete, KPK will issue the receipt of the LHKPN to its owner. However, if deemed incomplete, KPK will notify the candidate regarding the parts that must be revised and/or completed.

Revision of LHKPN must be done within 14 (fourteen) calendar days since the receipt of the notification from KPK. If the candidate fails to do so, in accordance with the existing regulation, KPK will still issue a receipt, but it will be marked with an “Incomplete Verification” sign.

The valid LHKPN receipt that can be submitted as one of the requirements to run for the positions of governor, regent, and mayor is the one with QR Code used as an authentication of its issuance by KPK.

After completing the verification process, KPK will announce the LHKPN of all the candidates on the elhkpn.kpk.go.id website via the e-Announcement module. KPK will also send an electronic copy of the announcement to PPUD.
