The Corruption Eradication Corruption (KPK) asked heads of local government in Papua to fix integrated social welfare database or database on social aid beneficiaries in the province. KPK found that 89 percent of the population or 1.5 million people receive social aid of Rp1.69 million, but the data is not synced with that of population registry number at the Ministry of Home Affairs’ Population and Civil Registry Directorate General.

Amid the monitoring and evaluation activities in the upcoming week in Papua, KPK held a coordination meeting yester (Nov. 12). It was attended by heads of local government and regional apparatus organizations (OPD), as well as other stakeholders in the province, such as Head of Papua People’s Assembly Timotius Murib, heads of provincial/regency/city legislative councils, and representatives of the Ministry of Social Affairs, High Prosecutors Office, National Land Agency Regional Office, Supreme Audit Agency, and Central Statistics Agency in Papua.

The meeting discussed the step to institutionalize database repair in more systematic way, followed by the signing of the commitment and action plan to repair the database by the entire Papuan governments.

KPK’s Coordinator of Regional VIII for Prevention Coordination and Supervision, Adlinsyah M. Nasution, recommended the governments to build information and database system of the indigenous people.

“With integrated database, the welfare of indigenous people can be measured every year,” he said.

Of 30 local governments in Papua, only three regencies/cities that have finalized the integrated database: Merauke, Jayawijaya and Keerom Regencies.

Adlinsyah said KPK also pushed the governments to increase and operationalize asset regulation and security by cooperating with the Prosecutors Office and Land Agency.

“KPK found many government assets are still controlled illegally by other parties,” he said.

As of now, KPK recorded at least Rp21 billion worth of Papuan government’s assets have been salvaged. The assets are three properties worth Rp1.45 billion and 45 vehicles worth Rp7.4 billion owned by Jayapura City Government; 17 vehicles of Jayapura Government worth RP3.7 billion; 14 vehicles of Biak Numfor Regency Government worth Rp2.8 billion; two vehicles of Boven Digoel Regency Government worth Rp2.2 billion; six vehicles of Intan Jaya Regency Govenrment worth Rp1.76 billion; 11 vehicles of Asmat Regency Government worth Rp1.3 billion; and two vehicles of Puncak Jaya Regency Government worth Rp636 million.

“KPK has asked governments of Yalimo Regency, Supiori Regency and other regions to submit the values of assets that are still controlled by third parties,” Adlinsyah said.

The issues of these problematic assets are expected to be settled through civil and state administrative procedures by filing special letter to authority to head of prosecutors office. The prosecutors office will become state prosecutor for the governments to secure and salvage the assets.

The cooperation with the National Land Agency is to accelerate the certification process of local governments’ properties. Data showed that only 49 percent or 2,242 properties are certified, out of a total of 4,568 pieces of lands owned by the governments. KPK said that most likely, there a lot more lands owned by local governments that have yet to be certified.
