The Corruption Eradication Commission (KPK) held a series of technical assistance to fill in and submit public official wealth report (LHKPN) in Buton Selatan and Wakatobi Regencies, Southeast Sulawesi. The assistance was aimed to boost the compliance rates, which stood at 24 percent for Buton Selatan and 40 percent for Wakatobi as of Oct. 29, 2019.

The assistance was held on Tuesday through Thursday (Nov. 5-7) at Buton Selatan Regent Office, with 80 participants. The first day’s activity was attended by 30 officials from executive bodies in Buton Selatan. On the second day, KPK team reconciled LHKPN data with Southeast Sulawesi LHKPN Management Unit. Today, the assistance continued for 50 officials from executive bodies in Wakatabi Government, at Wakatobi Regent Office.

Buton Selatan Government Assistant 3, La Asari, said in his opening speech that he hoped the technical assistance could improve the officials’ insight, so there will be no excuse to not submit the report to KPK.

“We hope that the compliance rate to report LHKPN in Buton Selatan Regency will reach 100 percent by end of November,” he said.

La Asari admitted the low compliance rate was due to unstable internet connection, which hampered the web-based reporting. Since 2017, the report can be filled in and submitted online through https://elhkpn.kpk.go.id.

The same condition occurred in Wakatobi, where internet infrastructure is not optimal.

KPK Spokesperson Febri Diansyah said the technical assistance was expected to make report submission more effective.

“We are aware that some regions have infrastructure limitation. Therefore, we hope the activity can be effective to help the regions with poor internet connection,” he said.

The technical assistance was held to carry out the mandate of Law No. 28/1999 on Good Governance and Freedom from Corruption, Collusion and Nepotism. Article 5 (3) stipulates that “Every state official is obliged to report and announce his wealth before and after he takes the public position.”

The report must contain at least the information about public official’s assets, income and expenses, gratuity, positions (with financial income or not), and identities of spouses, children and related people. Public officials’ compliance in submitting wealth report is a form of transparency and accountability to show that their wealth are obtained from legitimate source.
